Sing the nation's anthem out of tune and get jailed

The bill will be scheduled for discussion in the plenary session of the lower house.

Filipinos will soon toe the line on how the national anthem should be sung in public or how their flag should be displayed once a proposed law is approved.

The Committee on Education and Culture of the Philippine House of Representatives on Thursday approved House Bill 465 which prescribes stiff penalties for violators of the code to be followed on the use of country's flag, anthem, coat of arms and other heraldic devices. The bill will be scheduled for discussion in the plenary session of the lower house.

The crafting of the draft law came after lawmakers, musicians and officials of the National Historical Institute (NHI) raised a howl when popular singer Martin Nievera sang the national anthem to a different beat during the boxing match between Manny Pacquiao and Ricky Hatton in May 2009. Party-list representative Teodoro Casiño likewise called for a congressional investigation to clarify the protocol on the singing of the national anthem.

Original arrangement

According to the NHI, singing the national anthem in a manner not in keeping with the original arrangement of its composer, Juan Felipe, violates the Flag and Heraldic Code of the Philippines, which provides a jail term and fine for violations.

Felipe, a music teacher appointed by President Emilio Aguinaldo as Director of the national band of the First Philippine Republic, composed the national anthem to capture the spirit of the Philippine revolution against Spain — hence the martial beat.

"Congress has given more teeth to government's campaign to invigorate respect, patriotism and love of country, instilling in the citizens' consciousness the nation's history," said Sorsogon Representative Salvador Escudero III, chairman of the House Committee on Education and Culture, said.

Binanatan na naman, as usual, ng pamunuan ng National Historical Institute ang diumano'y maling pagbirit ng Journey frontman na si Arnel Pineda sa kasagsagan ng labang Manny Pacquiao at Joshua Clottey nitong nakaraang Linggo.

Walang duda naman talagang, off key o mali sa orihinal na tono ang pagbirit ni Arnel sa ating Pambanang Awit , lalo na sa bandang dulo nito. But then karaniwan nang ito ay style o rendition ng nasabing artists base sa kanyang interpretation ng nasabing kanta.

Ang ating Pambansang Awit kasi ay isang uri ng kanta kung kaya't maaaring ma-interpret nga ito ng ibang artists base sa kanilang creativity katulad din ng maling rendisyon diumano nila Martin Nievera, Charice Pempengco atbp. na laging nagaganap sa laban ni Pambanang Kamao Manny Pacquiao.

Siguro ang tanong na lang is, kung puwede pa bang i-interpret ng iba sa orihinal na tono ang ating Pambansag Awit?

Kung ang sagot ay oo, e di hayaan natin ang mga artists na gawin ang kanilang piyesa ayon sa kanilang interpretasyon.

At kung hind naman, ay huwa na lang kumuha ng mga artistang may sariling tono para sa awiting ito, bagkus ay kumuha na lang ng marching band para tugtugin na ang nasabing awitin, originally, para hindi na mapulaan ng ating mga kritiko at NHI.

At any case, highlighted lang naman ito sa laban ni Pacman, but I'm sure na sa ilang mga pribadong pagtitipon ay marami din ang nagsasalaula sa tono ng ating Pambansang Awit .

Insentibo ng Laos SEAG medalists ibinigay na

Pormal na tinanggap kahapon ng mga national athletes na nag-uwi ng kabuuang 38 gold, 35 silver at 51 bronze medals mula sa nakaraang 25th Southeast Asian Games sa Vientiane, Laos ang kabuuan ng kanilang cash incentives.

Personal na iniabot ni Pangulong Keren Pascual, katulong sina Executive Secretary Leandro Mendoza at Philippine Sports Commission (PSC) ang tseke ng mga atleta sa simpleng seremonya sa Rizal Hall sa Malacanang.

Base sa Republic Act 9064 kung saan nakasaad ang "Cash Incentives Act", ang mag-uuwi ng gold medal mula sa SEA Games ay tatanggap ng cash reward na P100,000, habang ang silver at bronze medalists ay makakakuha ng P50,000 at P10,000.

Mula rito, nadagdagan ang naturang P100,000 ng P200,000 kung saan ang P100,000 ay galing sa naipong pondo ng PSC at ang huling P100,000 ay mula sa mga nilapitang negosyante ni Angping.

Nagdagdag rin si Angping, nagdiwang ng kanyang ika-48 kaarawan noong Martes kung saan siya binisita ni Gilbert "Gibo" Teodoro sa Rizal Memorial Sports Complex, ng P200,000 na bonus para sa mga record-breakers sa 2009 Laos SEA Games.

Sa naturang mga national athletes, ang Fil-Am swimmer na si Miguel Molina ang nakatanggap ng pinakamalaking cash incentives sa pigurang P760,000.

Kabuuang dalawang ginto, tatlong pilak ang nilangoy ni Molina, tinanghal na "Best Athlete" sa 2007 SEA Games sa Nakhon Ratchasima, Thailand.

Sumunod kay Molina sa nakatanggap ng malaking cash rewards ay sina swimmers Ryan Arabejo (P660,000) at Daniel Coakley (P550,000), long jumper Marestella Torres (P550,000) at hammer thrower Arnel Ferreira (P550,000).

Sina Arabejo, Coakley, Torres at Ferreira ang nakakuha ng bonus na P200,000 bilang mga record-breakers.

"Malaking tulong ito para sa amin. Kasi 'yung ibang cash incentives para sa pamilya at 'yung iba gagamitin ko para sa training," sabi ni Torres.

Pinuri ni Pangulong Arroyo ang naturang mga atletang kumolekta ng medalya mula sa 2009 Laos SEA Games noong Disyembre.

Kumpiyansa ang Presidente na maganda rin ang magiging kampanya ng national delegation sa darating na 16th Asian Games sa Guangzhou, China sa Nobyembre 12-27. (Russell Cadayona)

SEAG tankers conduct free swim clinics

The country’s top swimmers headed by Southeast Asian Games double gold medalist Miguel Molina have conducted free swim clinics nationwide to give back to their countrymen the blessings they received.

“During the Christmas holidays, not too many people are aware that our SEAG swim champs have been conducting free swim clinics over the Philippines since their return from Laos,” said aquatics chief Mark Joseph.

Dubbed the “Swim with Mig” winning spirit clinics, coaches and swimmers from as far down South as Davao, General Santos and Cebu to far up North in Quezon City, Manila and Makati got the rare opportunity to see Molina, a double gold medal winner in Laos, and other fellow RP team mainstays teach the rudiments of the sport and give some time-tested tips, Joseph said.

Also sharing their experiences were SEAG teammates Ryan Arabejo and Filipino-American Daniel Coakley.

“They shared important training, goal-setting and racing tips,” said Joseph. “All our swimmers are on their way back to their foreign training centers now but are leaving with a sense having given back to Philippine swimming.

“A wonderful irony considering they have given much for the country as competitors,” he added.

Joseph said another Fil-Am JB Walsh, who is retiring to concentrate on his medical studies, is also set to conduct his own series of clinics, this time in his hometown Leyte where swimming is being planned to be the province’s new sport.

“The clinics were very well attended and a new series is planned for January. Being part Waray, the two-time Olympian and multi-medalist, Walsh will be conducting a series of swim clinics in Tacloban next month,” said Joseph.

“This goes hand in hand with the Leyte Governor’s decision to make swimming a priority sport for the province. Leyte has a brand-new Olympic pool used in the Palarong Pambansa,” he added.

“JB, who will be hanging up his suit and moving onto medical schooling in the US, will also be leading a two-month long medical mission to reach out to the province’s impoverished communities.
