PSC welcomes Duterte’s challenge
THE Philippine Sports Commission (PSC) welcomed the challenge of President Rodrigo R. Duterte to make sports accessible to the countryside as the national sports agency is already living up to it since the Philippine Sports Institute (PSI) was relaunched in January this year.
President Duterte, in his speech during the awarding of cash incentives to Filipino athletes who won medals in the 29th Southeast Asian (SEA) Games last September 13 at Malacanang Palace, posed the challenge to the PSC in line with the country’s hosting of the 30th SEA Games in 2019.
The hosting, according to the president, is an opportunity to look for talented Filipino athletes all over the country.
“I enjoin PSC to widen its scope and recruit nationwide. Look for them in non-traditional places and include members of the indigenous tribes and the out-of-school youth. Let’s give them a chance to hone their talents and live up to their fullest potentials “ Duterte said.
PSC chairman William “Butch” Ramirez, for his part, said the mantra of the President is to give equal opportunities to all Filipino athletes.
The PSC chief said, “This means making sports accessible to the periphery, to the communities, especially to the needy, destitute, out-of-school youth and to the indigenous and Muslim communities and even those in despair. That’s the center of our grassroots sports program.”
Ramirez urged that all sports associations “must cooperate with PSC’s clear policies and vision to succeed in the elite development”.
He added that they also aim to create strong awareness in physical education and quality of life of people.
The PSI, relaunched last January 16, revived the Sports Mapping Action Research Talent Identification (Smart ID) Train the Trainers Program in key cities in the country through the Sports Mapping Action Research for Talent Technical Experts and Manpower (Smart Team). The Smart Team will conduct the Smart ID testing. The Smart ID is PSI’s national grassroots talent identification program.
The result of the testing will provide data to help PSI identify potential talents. Smart ID is designed for raw talents, not for athletes who have already been competing. Thus, it is open not just for students but also for out-of-school youths and indigenous people (IP) children.
The PSI also helps in the high-performance training of elite athletes in the national team.
The PSC along with PSI also revived the Laro’t Saya sa Parke, enjoining families to play and have fun in the parks through free sports clinics and Zumba, and the Children’s Games, which has been cited by the Unesco, and launched the tribal games to expand the agency’s reach in the grassroots regardless of religion and culture.

Senate Panel approves PCOO 2018 Budget
A Senate panel on Wednesday approved the proposed 2018 budget of the Presidential Communications Operations Office (PCOO) and its attached agencies worth PHP1.351 billion - a PHP 22.337-million decrease from 2017 budget.
The budget of PCOO and its attached agencies is hereby approved and will be forwarded to plenary for deliberations,” said Senator Joseph Victor Ejercito, who presided over the budget hearing.
The breakdown of PCOO’s PHP1.351 billion budget is as follows:
• PCOO proper - PHP256.719 million
• Bureau of Broadcast Services (BBS) - PHP370.094 million
• Bureau of Communications Services (BCS) - PHP37.852 million
• National Printing Office (NPO) - PHP10.957 million
• News and Information Bureau (NIB) - PHP129.125 million
• Philippine Information Agency (PIA) - PHP335.376 million
• Radio TV Malacanang (RTVM) - PHP210.883 million
During the budget hearing, PCOO Secretary Martin Andanar also mentioned a number of his agency’s accomplishments including the launch of a new website for its newswire service, Philippine News Agency (PNA).
Andanar said that he also plans to establish major hubs for the People’s Television Network in Luzon, Visayas and Mindanao to “localize” their programs.
Meanwhile, Ejercito questioned Andanar about his agency’s efforts to deal with successive blunders hounding its attached agencies, particularly the PNA.
Andanar said that newly-appointed Undersecretary Joel Sy Egco, former editor and chief of reporters of The Manila Times, will be tasked to supervise operations of the PNA.
Egco, for his part, reiterated that the gaffes of PNA are “unacceptable” and that “criticism is understandable” and that there is a need for “drastic changes” in terms of the agency’s organization and orientation.
He acknowledged that there is also a lack of PNA personnel but assured that the current staff would undergo training on journalism.
Asked by Ejercito if he considered the gaffes in the PNA as an attempt to sabotage the PCOO and the Duterte administration, Egco said that he has requested the National Bureau of Investigation (NBI) to probe these claims.
The PNA supervisor said that his agency is requesting for a PHP66.176 million budget for 2018, which will come from the budget of the NIB.
Senator Juan Miguel Zubiri, meanwhile, urged Andanar to task his agencies to produce more “good news” about the infrastructure projects under the Duterte administration as these were barely highlighted in mainstream media.

Navo, Villanueva dominate Sun Life aquathlon
Richard Anson Navo and Andrea Villanueva dominated the first Sun Life Aquathlon held Sunday at the Makati Aqua Sports Arena and the University of Makati track oval.
Navo, who raced in the 15-17 male age group, finished the aqua full distance – 400m swim and 5K run – in 26 minutes, 6 seconds. Villanueva, racing in the 18-24 age group, took the women’s title in 33:43.
“I relied on my swimming skills and just endured the toughness of the run until I crossed the finish line. I did not even expect to make the Top 3 of my category,” said Navo.
Garnering points for Bike King’s “Athlete of the Year” rankings motivated Villanueva to push harder.
“I kept on training and recently I finished a standard distance triathlon. I focused on this race and did not expect to finish first,” she said.
Placing second was Jonathan Reyes (26:55), who was second overall and second also in the 15-24 category. Third overall was Timo Hoezlchen, who won the 40-44 age group in 29:07.
Tiffany Batilo placed second overall, and first in the 35-39 age group to finish just over a minute shy of Villanueva at 34:45. Roshen Henson also of the 35-39 age group came in third overall (36:18). Other winners were Larissa Aynera (15-17), Cathy Tan (40-44), May Bonalos (50-over).
Other male winners were Neil Pasibe (18-24), Denise Noble and Enchong Dee (25-29), Lou Maghuyop and Riccardo Facchin (30-34), Keith Francis Henson (35-39), Decerel Mendoza and Julius Sin (45-49), Norman Davadilla (50-54), Albert Bartilad (55-59) and Chicho Mantaring (60-over).
