Senate ratifies measure establishing National Academy of Sports

The Senate on Monday ratified a bicameral conference committee report to establish the National Academy of Sports (NAS).

The measure, which is a consolidation of Senate Bill No. 1086 and House Bill No. 6312, eyes the establishment of the academy’s main campus at the existing New Clark City Sports Complex in Capas, Tarlac.

The NAS will be attached to the Department of Education (DepEd), in close coordination with the Philippine Sports Commission PSC).

Students of the academy shall be given priority access to facilities at the New Clark City Sports Complex.

The proposal also mandates the setting up of nationally-funded regional high schools for sports.

Senator Christopher Lawrence “Bong” Go, one of the bill’s co-authors and co-sponsors, lauded the ratification of the measure.

“I firmly believe that with this measure, we will be able to catch up with the rest of the world in terms of sports development,” he said in a manifestation speech.

As chair of the Senate Committee on Sports, he also thanked his colleagues for supporting one of the priority measures that was mentioned by President Rodrigo Duterte in his 2019 State of the Nation Address (SONA).

“I would like to express my gratitude to this august chamber for coming together in support of this measure for the benefit of our youth and for the benefit of Philippine sports,” Go said.

Senator Sherwin Gatchalian, also lauded the ratification of the measure, saying it would provide a significant boost in Philippine sports development.

“Through the National Academy of Sports, we are institutionalizing mechanisms, fundamentals, and government support to instill excellence among our athletes, who are a source of both national pride and unity for our country. We want to support aspiring athletes at the earliest possible opportunities so we would look for those who have the potential and train them in world-class facilities,” Gatchalian said.

While instilling sports excellence, the chair of the Senate Committee on Basic Education, Arts, and Culture said the measure also gives equal importance to how aspiring athletes can achieve academic excellence.

The NAS will be implementing quality and enhanced secondary education program, with a special curriculum on sports.

This program will be geared towards the early recognition and development of talented students, especially those who have shown the potential to excel in sports.

The curriculum’s design will consider the students’ training needs while providing for holistic quality education.

Besides Go and Gatchalian, the measure’s other co-authors and co-sponsors were Senators Sonny Angara and Pia Cayetano.

ABS-CBN shutdown leaves leagues without TV partner

The UAAP and ABS-CBN failed to come to terms to a contract extension before the television giant was shut down by the government following the expiration of its franchise on Tuesday night.

ABS-CBN has been airing UAAP games on its UHF channel, Studio 23, and later when the channel was rebranded to S and A since 2000, but the latest contract that the collegiate league and the network signed—a five-year extension in 2014—will end on May 31.

“Yes, the contract is up, but the UAAP and ABS-CBN have already met five to six times to discuss the extension,” a reliable source told the Inquirer.

“UAAP and ABS-CBN have promised to negotiate in good faith so entertaining a third party before the expiration of the contract is out of the question.”

The source admitted the uncertainty on the renewal of the ABS-CBN franchise had played a part on why the talks have stalled.

Calls and text messages of the Inquirer, seeking a reaction from UAAP executive director Rebo Saguisag, were not answered on Tuesday.

Although UAAP officials have remained tight-lipped on the matter, the deal signed in 2014 reportedly got a significant hike from the P50 million that ABS-CBN was paying the league per season in an earlier agreement.

The Inquirer ran a report on the UAAP’s current package with ABS-CBN, which paid the league the total sum of P400 million for the last five years for the rights to telecast all of its games.

That rounds up to P80 million a year, or P8 million per participating school, and that is before the gate receipts are factored in.

“We are sure that ABS-CBN has made that amount up already, and they have realized some profit after the basketball event,” the source, who was part of the negotiating team for the league five years ago, had told the Inquirer.

But the last five years saw the network giant expand its coverage in other UAAP sports events like baseball and football, which was also made available on live-streaming.

The new coronavirus disease (COVID-19) pandemic however, forced the league to cancel the remaining events of the UAAP season last month.

The country’s oldest collegiate league, the NCAA, also has an existing contract with the network that will last until 2025.

NCAA mangement committee chair Peter Cayco remains hopeful that the network can resolve its problem.

“We’ve known about the problem for a while,” Cayco said. “We just have to be patient. But of course, we will sit down with ABS-CBN to discuss how we can move forward. We’re ready to stick it out with ABS-CBN.”

ABS-CBN also holds broadcast rights of the Maharlika Pilipinas Basketball League and the Premier Volleyball League.

Pacquiao tells NTC: Keep your promise, give ABS-CBN provisional permit

Sen. Manny Pacquiao on Wednesday urged the National Telecommunications Commission (NTC) to make good on its promise to give ABS-CBN a provisional permit to operate pending final congressional action on the network’s franchise bid.

“Wala naman sigurong mawawala sa atin kapag nabigyan ng provisional authority to operate ng NTC ang ABS-CBN. Batid naman nating lahat na katuwang natin ang ABS-CBN sa pagbibigay ng tamang impormasyon sa ating mga kababayan habang hinaharap natin itong problema natin sa COVID-19,” he said in a statement.

“There is no question that the law should be implemented at all cost, but we are now in the middle of a war against an unseen enemy. Di natin kailangang magkawatak-watak sa ganitong panahon."

The NTC in March said it would let ABS-CBN stay on air after Congress issued a joint resolution authorizing NTC to issue a provisional permit.

“The advice is, if there is a concurrent resolution already, then we can issue the provisional authority,” NTC deputy commissioner Edgardo Cabarios had said.

Pacquiao said allowing ABS-CBN to operate without a franchise was not unprecedented, because the NTC had allowed this in the past for other broadcasting and telecoms companies, such as Smart Communications, Philippine Telegraph & Telephone Corp. (PT&T) and the Catholic Bishops’ Conference of the Philippines (CBCP).

While Pacquiao said he believes NTC’s cease and desist order was not meant to stifle press freedom, he said it was ill-timed as the country grappled with the COVID-19 pandemic.

Pacquiao and ABS-CBN have a long history together, with the network investing in infrastructure that enabled local boxing fans to watch Pacquiao's fights live and uninterrupted.

The MPBL, a basketball league founded Pacquiao, is a block-timer on the S+A channel.

“Hindi ako naniniwala na ang desisyon ng NTC ay may kinalaman sa press freedom dahil may pinagbabatayan namang batas. ‘Yon nga lang, hindi maganda ang timing ng implementasyon nito dahil tayo ay nasa kalagitnaan ngayon ng giyera laban sa COVID-19 virus," Pacquiao said.

“Sinusuportahan natin ang ABS-CBN lalo na’t minsan ay naging bahagi rin ako ng Kapamilya network at hanggang ngayon ay itinuturing pa rin akong kapamilya,” added the lawmaker, a close ally of President Rodrigo Duterte, who had vowed to block ABS-CBN's franchise over a beef stemming from the 2016 elections.

Eleven bills for renewing ABS-CBN's franchise had languished at the House of Representatives since 2014 until the franchise expired on Monday, May 4.

Solicitor-General Jose Calida earlier sought the high court to invalidate the franchises of ABS-CBN Corp. and ABS-CBN Convergence, citing alleged abuses, including supposed violations of restrictions on foreign ownership.

The Lopez-led network, which reaches millions of Filipinos through its television, radio and online platforms, said it had not broken the law in its 66-year existence.

ABS-CBN and its subsidiaries have more than 11,000 employees.

In response to NTC’s order, ABS-CBN went off the air Tuesday night, the second since it was forced to shut down in the Marcos-led martial law.

All four readily offered to help Dee, before the latter admitted to them that he’s just making fun of them.

However, Dee did not expect Gonzales’s initial reaction when he told her it was just a prank.

At the end of the clip, Dee stressed that what he did “was meant to entertain, to make fun of my friends, nothing serious.”
